Description

AS&M is seeking a highly skilled Senior Subject Matter Expert (SME) to support TSA’s System Assessment and Innovation activities under our Integrated Test Support Services (ITSS) contract with the Transportation Security Administration (TSA). This role focuses on prominent, large-scale, and complex airport security systems where operational deficiencies significantly affect the TSA mission performance. An ideal candidate will bring deep technical expertise, leadership skills, and the ability to manage and resolve complex system challenges through assessment, innovation, and technical oversight.

Key Responsibilities

  • Assist the Systems Assessment Engineering and Innovation Task Lead and SME Team.

  • Support the System Assessment and Innovation activities including system assessment, engineering, and the innovation team.

  • Perform system assessments of large, complex airport systems (e.g., baggage handling systems) to ensure secure and efficient operations in alignment with TSA’s Planning Guidelines and Design Standards (PGDS).

  • Review and analyze system design documentation, identifying high-impact vulnerabilities, compliance issues, and operational risks.

  • Provide expert-level support in system design, integration, mechanical and electrical infrastructure, software programming, cybersecurity vulnerabilities, and operational interfaces.

  • Conduct on-site assessments and engage with TSA and airport stakeholders to diagnose critical issues and recommend solutions.

  • Oversee and provide technical assistance during the implementation, integration, and testing of significant system changes or upgrades.

  • Review and provide recommendations on Requests for Variance (RFVs) and Change Configuration Requests (CCRs) for screening equipment.

  • Prepare comprehensive assessment reports and recommendations to guide TSA decision-making.

  • Knowledge and specialized technical experience in the baggage and passenger handling system.

  • Understanding and knowledge of the Planning Guidelines and Design Standards (PGDS) and providing technical support for updates to the PGDS.

  • Reviewing system design documentation and identifying potential issues or failures to comply with TSA PGDS and policies.

  • Participate in Design Reviews and understand the baggage handling system to troubleshoot systems.

  • Evaluating checked baggage screening systems to identify the source of inefficiencies, safety, or security issues and recommending approaches for resolving these issues.

  • Generating and reviewing Baggage Assessment and System Evaluation (BASE) reports.

  • Support Integrated Site Acceptance Testing and Deployment in system testing (Configuration Change Requests (CCR) Validation).

  • Basic understanding of Programmable Logic Controller (PLC).

Qualifications

U.S. Citizenship is required.Must be able to complete a U.S. government background investigation.

Required Qualifications

  • U.S. Citizenship is required.

  • 10+ years of experience in system assessments, engineering, or technical studies involving large-scale, complex infrastructure or security systems.

  • Proven expertise in baggage handling systems (BHS), security screening systems, and airport operations.

  • Strong background in systems analysis, integration, and performance optimization.

  • Excellent written and communication skills.

  • Proficiency in Excel or similar spreadsheet tools for reporting and data visualization

  • Must be able and willing to travel to testing sites for periods of a week or more.

  • All applicants must complete a TSA vetting process and background check.

Preferred Qualifications

  • High School + 25 years of relevant experience or

  • Associates + 15 years relevant experience or

  • Bachelor’s Degree + 10 years of relevant experience or

  • Masters + 8 years relevant experience or

  • PhD + 5 years relevant experience
